You are offerding on one used bag or helmet hook for 1950s vintage NSU Prima D Scooter -- as far as I know this is also the same part for 1950s Triumph TWN Contessa scooter.. This aluminum hook is in decent shape, but the pivoting latch is frozen. Should not take too much to free it up, if you are careful and patient. Email me about other Prima D parts.
