The SUV / pick up truck provision was always there and now the watch dog groups are just finding it?

The thought was that even if the increase is 2 MPG or slightly more that the improved fuel economy pays a greater dividend than allow the older, less efficient and dirtier vehicles on the road. It seems funny that the watch dogs would find any improvement in efficiency to be not worthy of taxpayer money or is it really that these groups find SUVs and pickups so personally objectionable?
