I thought that most states had laws on the books that covered distracted driving. Is this really any different?

Why not just do an omnibus bill to cover just about anything: reading, applying makeup, eating, talking on a mobile phone, flossing and self-gratification.

The only exception I could see to distracted driving would be for group sex with 4 or more participants. One of them could be the designated driver.
