At least that's what I think since here a single digit number plate, that too the number '1', wouldn't be owned by anyone other than one of the rulers of Dubai or the Emirate the plate is from. No matter how big the person, unless he/she is from the royal family wouldn't be seen with a single digit to the best of my knowledge. The reference to the Russian tycoon might not be so true.
